Input button style and progressbar not showing until 9th refresh

      Our clients have this very weird problem which we can't replicate. I was wondering if it sounded familiar at all. For some reason, the style on the button and the progress bar won't show until the 9th refresh. We saw this happen in a live meeting and I'm stumped. Their css file is the exact same as ours. I know that the difference is that they're using siteminder which I know does something to interfere with modules. Do you think this is the problem? The upload still works for them. The only thing is they can't see the upload status. To me, it seems like the MultiFile and the ProgressBar are being blocked somehow. Is there a way to verify this?

      Here's the code block

<Upload:MultiFile UseFlashIfAvailable="true" ID="multiUpload" runat="server">
    <br />
    <input type="text" style="width: 170px;"/>
    <input class="Button_style" style="width: 100px; text-align: center;" value="Select Files..." />
<asp:RegularExpressionValidator id="RegularExpressionValidator"
                      Enabled = "false"
<Upload:ProgressBar Height="50" Width="300" ID="progressBarId" runat="server" Inline="true" />

  Here's part of the web.config

<?xml version="1.0"?>
    <add key="LogLevel" value="Debug"/>

    <compilation debug="true">

        <add assembly="System.Design, Version=, Culture=neutral, PublicKeyToken=B03F5F7F11D50A3A"/>
        <add assembly="System.Windows.Forms, Version=, Culture=neutral, PublicKeyToken=B77A5C561934E089"/>
    <pages enableEventValidation="true" theme="Default"/>

    <authentication mode="Windows"/>

    <httpRuntime maxRequestLength="1048576" executionTimeout="3600" />
      <add name ="UploadHttpModule" type="Brettle.Web.NeatUpload.UploadHttpModule, Brettle.Web.NeatUpload" />
      <add name ="SiteMinderAuthentication" type="SSI.Util.Authentication.SiteMinderAuthentication, SSI.CDP"/>
      <add name ="CustomHttpModule" type="SSI.CDP.CustomHttpModule"/>

      <add name="UploadHttpModule" type="Brettle.Web.NeatUpload.UploadHttpModule, Brettle.Web.NeatUpload" preCondition="managedHandler"/>

      Any help would be appreciated.
